The midfield terrier, 24, hoovered up Rangers’ Player of the Year prizes on Sunday night and recently earned his first cap for Belgium.
Heading into the final two years of his Ibrox deal, it remains to be seen whether the ex-Standard Liege star will pen an extension beyond 2027.
If not, Rangers could have a decision to make this summer, should lucrative offers arrive for their prized asset.
Celts shelled out ÂŁ11million to land fellow countryman Engels from Augsburg last summer, and while the club record signing could end his debut season with a clean sweep, Halliday believes Raskin would get the nod at Parkhead.
He told Open Goal: “I think he would for Engels. That’s why he’s in the Belgium squad ahead of Engels.
“There aren’t many. I think you’d take Vaclav Cerny in your squad anyway.
“You’d take Raskin in your squad. I think you would take [Mohamed] Diomande in your squad as well. That’s probably it.
“Oh, and Souttar. I’d take him the squad. He’s done well this year. He’s one of the few pass marks, I’d say.”
